The Regional Alliance has recently discovered that some nations are using illegal resources to predetermine their responses to the issues it raises. The Regional Alliance hereby institutes the following edict:
RECOGNIZING that there exists resources which can give nations an unfair advantage.
DEFINING illegal resources as follows
1) Any website or text written by person or national leader NOT in the Cole Domion.
2) Fellow nations in the Cole Dominion are allowed to provide advice at their own risk and peril.
BELIEVING that the use of these resources would jeopardize the participation and engagement of students using NationStates.
RECOGNIZING that enforcement of this act will rely on nations keeping each other accountable and reporting nations acting unethically.
ACKNOWLEDGING that further investigatory measures will need to be defined in the future along with possible revisions of that which is listed below.
HEREBY MANDATES that any nation using illegal resources will hereafter receive the following consequences:
1) First Penalty: Nations will dismiss all issues for three consecutive days under the supervision of Manticorium.
2) Second Penalty: Nations will have all of their issues for three consecutive days decided by a committee of three of their peers.
A) One committee member will be appointed by the penalized country. The appointed country must be led by a leader other than the country being penalized.
B) One committee member will be an appointed member of the Regional Alliance council.
C) One committee member will be chosen at random from among the nations in the Cole Dominion.
3) Third Penalty: Nations will be removed from the Cole Dominion to be replaced by a newly created country.
A) Newly created countries are defined as those existing for less than 3 days.
This act is hereafter known as the Rainford Doctrine.
